Former acting NLRB General Counsel William Cowen will temporarily return to the agency’s legal division as head of its operations department.
The National Labor Relations Board announced Tuesday that Cowen would serve as acting associate general counsel for the operations-management division, which oversees the agency’s 26 regional offices.
Cowen served as acting general counsel during much of 2025, before current General Counsel Crystal Carey was sworn in Jan. 7. He also served as a Republican NLRB member for ten months in 2002.
