VA Says Denial of Rule Revision Ends Trans Surgery Benefit Quest

The US Veterans Affairs Department said a transgender veterans group’s demand that it act on a mid-2000s rulemaking request was nullified when the secretary denied its request Thursday.

Secretary of Veterans Affairs Denis R. McDonough’s formal denial of the Transgender American Veterans Association’s 2016 rulemaking request gave the advocacy group all the relief it demanded in a Jan. 24 petition, the agency said Thursday.
