State Lawsuits Shed Light on Reach of Trump Climate Grant Freeze

States say they’re seeing federal grants freeze and unfreeze with little predictability after the Trump administration dammed up two of former President Joe Biden’s major climate laws.

Billions of grant dollars, many of them earmarked for climate projects, are in limbo despite two federal court orders to unfreeze them, according to an updated complaint in New York v. Trump and a new lawsuit from Pennsylvania Gov. Josh Shapiro (D), both filed Thursday in separate federal courts.
