L3 Doss’ Helicopter Training Award Stopped by Rival’s Protest

L3 Doss Aviation can’t perform a $75 million Army contract to provide helicopter flight training to student pilots at Fort Rucker in Alabama, the U.S. Court of Federal Claims said.

The Army must reevaluate bids and make a new award decision, Chief Judge Margaret M. Sweeney said Dec. 20.

Protester System Studies & Simulation Inc. showed that the Army failed to conduct a proper tradeoff analysis before selecting L3, the court said.

The Army didn’t properly weigh bidders’ nonprice ratings versus their price premiums, the court said.
