Pennsylvania Gov. Josh Shapiro (D) is taking another stab at propping up a statewide program that would charge entities for their greenhouse gas emissions and cap those emissions over time.
Shapiro’s “Lightning Plan” energy agenda announced Thursday features two key programs that he also proposed last year. The Pennsylvania Climate Emissions Reduction Act, or PACER, would establish a cap-and-invest program and use the revenue to reduce electric bills. The Pennsylvania Reliable Energy Sustainability Standard, or PRESS, would scale up the amount of clean energy used to generate electricity.
