Pennsylvania Energy Agenda Hinges on GOP Senate, Fall Elections

Pennsylvania lawmakers are poised to consider Democratic Gov. Josh Shapiro’s energy agenda this fall, but its success depends on whether enough Republican state senators can be swayed — or voted out in November.

Proposals that Shapiro released earlier this year would put Pennsylvania on track for a 35% clean electric grid over the next decade and create a state-specific carbon marketplace as an alternative to the Regional Greenhouse Gas Initiative (RGGI). One of Pennsylvania’s state appellate courts last year blocked its bid to join RGGI, and the matter is now tied up in state Supreme Court.
