Pennsylvania Gov. Josh Shapiro (D) on Tuesday appealed to the state Supreme Court to overturn a lower court decision that effectively ended the state’s bid to join a climate pact with 11 Northeastern states.
Shapiro’s action doesn’t necessarily mean he supports the Regional Greenhouse Gas Initiative (RGGI), under which states agree to cap carbon dioxide emissions of power plants and utilities must purchase allowances for those emissions.
