The EPA is dragging its feet in issuing a federal plan to limit landfill emissions of methane and other air pollutants, nine states and the nonprofit Environmental Defense Fund told the D.C. Circuit.
At issue is the Environmental Protection Agency’s rule that gives it until 2021 to finalize a federal plan to implement Obama-era limits on landfill releases of methane that were set in 2016.
