The EPA is finally implementing Obama-era controls on methane-heavy landfill gas, while acknowledging it still might seek to slow down the process.
The plan proposed Aug. 22 by the Environmental Protection Agency for its 2016 controls on landfill gas would apply, once final, to any states failing to outline their own steps for implementing the regulation.
