EPA Defends Eased Emissions Accounting Mandates in Permit Review

Environmental advocates challenging changes to how the EPA calculates air emissions in its New Source Review protocol don’t have standing to bring the case, according to an agency reply brief.

The Environmental Defense Fund, Sierra Club, and other green groups are challenging the Trump administration’s accounting rule, which the Environmental Protection Agency under former President Joe Biden proposed to revise before that proposal was withdrawn in 2025.

The Trump administration’s efforts to ease the stringency of certain emission reporting guidelines flouted EPA authority, the groups argue.
