Guam Attorney General Fails in Bid to Revive 1990 Abortion Ban

Guam’s attorney general lost his bid to reinstate an abortion ban that has been blocked since 1990, after a federal appeals court dismissed the case as moot.

The Guam Supreme Court’s late October 2023 decision that island lawmakers had repealed the 1990 law ended Douglas Moylan’s (R) effort to vacate a federal court’s preliminary injunction that stopped the provision’s enforcement shortly after its enactment, the US Court of Appeals for the Ninth Circuit said.
