The Guam Supreme Court may have ended Attorney General Douglas Moylan’s (R) quest to revive a 1990 abortion ban by saying the provision has been repealed by implication.
The island’s top court is “the final arbiter of questions” concerning a purely legal issue interpreting Guam law, the court said. It had jurisdiction over this declaratory judgment action even if Gov. Lourdes Leon Guerrero (D) had no injury in fact because the case presents a matter of great public interest, it also said.
