California Gov. Gavin Newsom is turning a statewide vote on congressional redistricting into a face-off with President Donald Trump that could either propel or clip any White House ambitions.
The state’s voters will decide Nov. 4 whether to approve a measure backed by Newsom redrawing the state’s congressional districts to give Democrats as many as five more House seats and offsetting Trump-backed Republican redistricting in Texas.
Election officials will mail ballots by Oct. 6 and Newsom is making the race all about Trump.
