Elected leaders in New York and New Jersey are pitching their states this year as emerging centers of artificial intelligence, as a growing number of governors eye the economic opportunities of a technology where California still leads the nation.

“I propose nothing short of making New York the global leader in AI research and development,” New York Gov.
