Two Insurance Executives Found Guilty of ACA Enrollment Fraud

The president of an insurance brokerage firm and the owner of an insurance marketing company were found guilty Monday following a trial in West Palm Beach for their roles in a $233 million Affordable Care Act enrollment fraud scheme.

Former president of Fiorella Insurance Agency Cory Lloyd and Floridacare Insurance owner Steven Strong targeted vulnerable individuals experiencing homelessness, unemployment, and mental health and substance abuse disorders, sometimes using “street marketers” to offer bribes to induce them to enroll in subsidized ACA plans for which they didn’t qualify, a Monday press release said.
