Two Charged in $161 Million Affordable Care Act Fraud Scheme

Cory Lloyd and Steven Strong were charged in connection with a scheme to submit fraudulent enrollments to fully subsidized Affordable Care Act insurance plans in order to obtain millions of dollars in commission payments from insurance companies, the Justice Department announced Wednesday.

According to the DOJ, Lloyd and Strong conspired to enroll consumers ineligible for subsidies by submitting false applications claiming low incomes. They targeted vulnerable individuals experiencing homelessness, unemployment, and mental health issues, sometimes offering bribes through “street marketers” to induce enrollment. Their scheme caused the government to pay at least $161.9 million in subsidies.
