The federal statute that makes it a crime to stow away on a vessel or aircraft and remain aboard when it is within U.S. jurisdiction, 18 U.S.C. § 2199, does not require the government to prove that the defendant intended to be transported to the United States, the U.S. Court of Appeals for the Eleventh Circuit ruled Dec. 23.
