A federal appeals court rejected a bid by a Rhode Island state agency to block the release of medical records as the Justice Department investigates transgender care at children’s hospitals.

Rhode Island’s Child Advocate, the agency tasked with protecting children’s rights, filed an emergency motion Tuesday asking the US Court of Appeals for the First Circuit to block Rhode Island Hospital from turning over records after a federal trial court in Texas ordered their release.
