Rafael Castro, a veteran of the US Navy and a former employee of the Veterans Health Administration and the Internal Revenue Service, and his wife, Miriam Castro, pleaded guilty to defrauding the Department of Veterans Affairs out of more than $130,000 by lying about needing high-level assistance for daily activities to obtain caregiver benefits, the Justice Department announced Thursday.
