Mail Carrier Admits Altering Democrats’ Absentee Ballot Requests

A West Virginia letter carrier agreed to plead guilty to altering mail-in requests for primary election absentee ballots, including by changing some documents so voters who wanted Democratic ballots would get Republican ballots instead, according to federal court filings.

Thomas Cooper held a contract with the U.S. Postal Service to deliver mail in rural Pendleton County. He altered eight absentee ballot requests and placed them back in the mail, according to the plea agreement.
