A federal rule classifying pistols with certain “stabilizing braces” as short-barreled rifles subject to stricter regulations would be nullified under H. J. Res. 44.

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) published a final rule on Jan. 31 that amended the regulatory definition of “rifle” to include firearms with an accessory, component, or other rearward attachment allowing the weapon to be fired from the shoulder. The rule went into effect on Jan. 31 and set a compliance date of May 31 to register weapons with stabilizing braces or modify, destroy, or turn them into the ATF.
