Two Oregon human rights activists succeeded in forcing the US Department of Homeland Security to lengthen its pause on a policy that criminalizes “loud or unusual” noises in front of a building that houses federal agencies.
DHS must temporarily stop its protester arrest policy because the lack of an objective standard in the department’s updated noise provision regulations makes the prohibition “impermissibly vague,” said Judge Ann Aiken of the US District Court for the District of Oregon. The preliminary injunction Aiken issued Monday prohibits enforcement of the “loud and unusual” noise provision “on the sidewalks surrounding the Eugene Federal Building.” ...
