VA Must Release Names in Dog-Abuse Experiment Records Lawsuit

The Department of Veterans Affairs must release the names of principal investigators accused of carrying out improper experiments on dogs, in a lawsuit brought in federal court by White Coat Waste, a nonprofit organization.

The VA didn’t demonstrate that disclosure would stifle frank communication within the agency, or that the investigators would face harassment, which would justify invoking Freedom of Information Act exemptions, Judge Emmet G. Sullivan of the U.S. District Court for the District of Columbia said Tuesday.
