The University of Illinois at Urbana-Champaign is violating the First Amendment by chilling student speech, a court complaint alleged on Thursday.

The flagship state university has created “an elaborate investigative and enforcement regime” designed to suppress speech on political and social issues, Speech First said in its filing in the U.S. District Court for the Central District of Illinois.

The policies at Illinois are vague, and the power to enforce them is concentrated in the hands of a few officials, Nicole Neily, Speech First’s founder and president said in an interview.
