President Donald Trump’s workaround to pay for the start of construction of a wall on the Mexican border is unlawful and unconstitutional, opponents of the plan told a federal judge in California as they escalated a fight to halt the plan.

In papers filed just hours apart late Thursday, the Sierra Club and a 20-state coalition urged U.S. District Judge Haywood Gilliam in Oakland to immediately block Trump from diverting more than $6 billion, mostly from military budgets, to fund wall projects.
