Trump Public Charge Rule to Get Second Airing at Fourth Circuit

The Trump administration received a setback over a rule giving it more leeway to deny legal status to immigrants likely to need short-term public benefits, as the Fourth Circuit on Thursday granted a rehearing in an appeal over an order blocking the rule’s enforcement.

The U.S. Court of Appeals for the Fourth Circuit is the only federal appeals court so far to have vacated a preliminary injunction halting U.S. immigration authorities from enforcing a rule that defines a person who is “likely to become a public charge” as one who needs public financial assistance for only a limited time.
