The Kalispel Tribe of Indians failed to show that the Department of the Interior violated federal law by approving the creation of an off-reservation casino that would compete with the casino owned by Kalispel, the Ninth Circuit said Tuesday.
Kalispel owns and operates the Northern Quest Resort and Casino in Airway Heights, Wash., within the historic territory of the Spokane Tribe, the court said.
