Texas, DOJ Duck Collusion Claim in Migrant Tuition Program’s End

Lawyers for Texas and the US Justice Department didn’t directly address claims of collusion during an appellate argument over their settlement that ended an in-state tuition program for migrant students.

A three-judge panel on the US Court of Appeals for the Fifth Circuit on Thursday heard argument by outside groups attempting to undo a consent decree approved last year by Chief US District Judge Reed O’Connor. The judge signed off on the pact hours after the federal government sued over the Texas law and the state agreed to the end of the statute.
