Terrorism Law Unconstitutional in Palestinian Authority Case

A 2019 law to help victims of terrorism applies to a long-running case against the Palestinian Authority and the Palestine Liberation Organization involving Israel attacks, but it is unconstitutional in its application, a federal court in New York ruled.

The Promoting Security and Justice for Victims of Terrorism Act “deems” that a party has consented to a court’s jurisdiction over it when it engages in certain conduct, Judge George B. Daniels said Thursday for the U.S. District Court for the Southern District of New York.
