Sex-Trafficking Convictions Upheld for Dad Who Moved for New Job

The sex-trafficking convictions of a father who moved from state-to-state for a job while having incestuous relationships with his daughters were upheld by the Ninth Circuit under the Mann Act.

The Mann Act makes it illegal to transport a minor for criminal sexual activity.

Rodney Flucas said that to be guilty under the statute the dominant purpose for the transportation had to be the criminal sexual activity and that he merely brought his daughters with him when he relocated for a better paying job.

Flucas challenged the jury instruction under which he was convicted and sentenced to life in prison. ...
