Puerto Rico Laws Properly Blocked by Financial Oversight Board

The oversight board created by Congress to help Puerto Rico escape its financial crisis is entitled to block four health-care and public employee leave laws that were adopted by the commonwealth’s legislature, the First Circuit said.

The 2016 Puerto Rico Oversight, Management, and Economic Stability Act established procedures for the Financial Oversight and Management Board for Puerto Rico to block local laws that are inconsistent with the act’s efforts to return the commonwealth to fiscal solvency, the US Court of Appeals for the First Circuit said Wednesday.
