A lawyer disbarred in Pennsylvania in 2000 and who has a history of substance abuse and criminal convictions wasn’t reinstated by the state’s highest court because he wasn’t competent in the law.
The Pennsylvania Supreme Court adopted the recommendations of its disciplinary board, which concluded that although James Daniel Harrison’s misconduct didn’t preclude reinstatement, he didn’t meet the legal competency requirements.
