Texas will outlaw abortion statewide if the precedent set in Roe v. Wade is overturned by the U.S. Supreme Court, under a bill signed Wednesday by Gov. Greg Abbott.
The bill (H.B. 1280) says a ban on the procedure would be triggered 30 days after a ruling by the federal high court striking down its landmark 1973 decision that legalized abortion. The Texas measure would:
- Make an exception to preserve the life of the mother or if there is “serious risk of substantial impairment of a major bodily function.”
- Allow no exceptions for cases of rape or incest. ...
