An Ohio prison must transport a death row inmate to an outside medical center for neurological imaging because the tests may aid a federal court in considering his claim that he received ineffective assistance from his counsel, a divided Sixth Circuit said.
Raymond Twyford was convicted of aggravated murder and sentenced to death in 1993. Twyford filed a federal habeas petition raising a number of claims for relief. He also requested a motion for transport to the Ohio State University Wexner Medical Center for a CT scan and an FDG-PET scan.
