N.Y. County Rule on Surrendering Rifles Hits Constitutional Snag

A Nassau County, N.Y., rule that requires citizens who lose their license to own handguns to surrender all their guns, including their rifles, may violate the Second Amendment as applied to a challenger of the law, the Second Circuit said Thursday.

Victor Juzumas, who was a customs broker, lost his pistol license after pleading guilty to a charge connected to a drug trafficking scheme. Under New York law, his pistol license was revoked and he was required to surrender all of his guns to the county.
