Medicaid Fraud Whistleblower Seeks Disqualification of Judges

A False Claims Act whistleblower requested that two Second Circuit judges be removed from a panel that is considering whether Catholic Health System of Long Island Inc. should face his Medicaid fraud claims, because he said the judges appear to be biased.

The appeal was argued on May 2, but counsel for Michael Quartararo now argues that Judge Richard J. Sullivan should be disqualified because of his connections to The Roman Catholic Diocese of Rockville Centre on Long Island, which is directly affiliated with CHS.
