An individual who sold fake birth certificates and other identification documents to more than 100 non-citizens can nevertheless regain his status as a lawful permanent resident, a federal appeals court ruled on Thursday.
Isaias Beltre Matos, a native and citizen of the Dominican Republic, bought personally identifiable information belonging to U.S. citizens and sold it to non-citizens as Puerto Rican birth certificates and social security cards, as well as other identifying documents like driver’s licenses and voter registration cards.
