Massachusetts prosecutors, public defenders, and civil litigants asked a federal court to bar Immigration and Customs Enforcement from conducting immigration arrests in courthouses.
The practice is unconstitutional, and violates federal immigration law and the Administrative Procedure Act, the plaintiffs say.
