The manager for an Austin psychologist’s practice will face three years in prison after the en banc Fifth Circuit affirmed his conviction for Medicaid fraud on Thursday, in a ruling a dissent called “as expansive as it was erroneous.”
David Dubin, who worked on the business side of his father’s psychology practice, was convicted for using the identity of “Patient L” identity to defraud the government by submitting Medicaid claims for services they didn’t receive. His father, William Dubin, was also convicted on Medicaid fraud charges.
