Fifth Circuit Weighs End of Louisiana Supreme Court Maps Decree

Conservative members of the en banc Fifth Circuit appear ready to reverse a lower court order that said Louisiana must show it won’t commit future violations of the Voting Rights Act with maps for its state supreme court.

Louisiana in 1992 agreed to a consent decree after a lawsuit alleged that the districts diluted the strength of Black voters in Orleans Parish, which encompasses New Orleans. The state in 2021 sought to dissolve the decree, but a federal district judge denied the motion, finding that Louisiana didn’t provide evidence it wouldn’t commit similar violations in the future.
