Field Data Technology can retain a nearly $8 million task order from the US Department of Agriculture to support a service center for retailers authorized to accept SNAP benefits, the GAO said in a decision released Wednesday.
Protester and incumbent contractor Strativia LLC argued that USDA’s Food and Nutrition Service conducted a flawed technical capability evaluation because it failed to recognize misrepresentations about staff availability in Field Data’s bid.
Strativia said Field Data’s proposed project manager and half of its proposed staff aren’t available because they signed noncompete agreements with Strativia.
