FBI Agent Said to Put Delta Worker on Watch List Escapes Lawsuit

A former Delta Air Lines Inc. employee can’t proceed with a civil rights suit against an FBI agent who allegedly placed him on the terrorist watch list after he refused to act as an informant, because the law doesn’t apply to federal actors, the Ninth Circuit ruled Wednesday.

Lassana Magassa, who is Black and Muslim, alleged that his rights under Section 1981 of the Civil Rights Act of 1866 to make and enforce contracts were violated when FBI Special Agent Minh Truong interfered with his employment “because of discriminatory animus” based on his race and national origin.
