A Washington federal appeals court won’t revive a former Trump adviser’s $75 million lawsuit over surveillance of him during an investigation into the 2016 campaign’s Russia ties, though one judge accused the government of “running roughshod” over civil liberties protections.

The majority of a three-judge panel for the US Court of Appeals for the D.C. Circuit found Friday that Carter Page, a foreign policy adviser for President Donald Trump’s first successful White House run, couldn’t bring his suit against Justice Department officials under the Foreign Intelligence Surveillance Act because he filed it too late.
