Minnesota’s gun-permit reciprocity law doesn’t violate the Second Amendment by excluding certain states, the US Court of Appeals for the Eighth Circuit affirmed Tuesday.
The reciprocity statute itself doesn’t actually “restrict any arms-bearing conduct,” Judge L. Steven Grasz wrote, because it “merely creates an exemption from the permitting process.”
The challenge was brought by long-haul truck driver Jeffrey Johnson Sr., who sued the head of the Minnesota Department of Public Safety because he wanted to carry his weapon when driving through that state.
