An Equal Employment Opportunity Commission decision in a federal sector case that discrimination based on sexual orientation violates Title VII of the 1964 Civil Rights Act marks a “historic” step toward workplace protections for lesbian, gay, bisexual and transgender individuals, an LGBT rights advocacy group says (Complainant v.
