California Seeks State Control of Troubled LA Juvenile Halls

California Attorney General Rob Bonta said he’ll ask a judge to place Los Angeles County’s juvenile halls into receivership, citing years of failed reforms and worsening conditions.

The move would strip the county’s probation department of control over the facilities and hand operations to a court-appointed receiver. Bonta called the move a last resort after what he described as “glacial progress” in complying with a 2021 court settlement aimed at curbing excessive force, solitary confinement and neglect.
