California Car Emissions Vote Sparks Showdown Over Senate Rules

Republicans, fresh off House victories on their bid to repeal California’s authority to impose tougher emissions standards on vehicles, are headed for a showdown with Democrats over the effort in the Senate.

Top Republicans, including Majority Whip John Barrasso (Wyo.), have said the GOP will use the Congressional Review Act to rescind Biden-era waivers allowing the state to curb air pollution. That would circumvent an April ruling by the Senate parliamentarian that the waivers aren’t rules and therefore aren’t subject to the CRA.
