Her testimony before a House appropriations subcommittee on Monday featured testy exchanges with Democratic lawmakers. They questioned her over the department’s effort to combine the Bureau of Alcohol, Tobacco, Firearms, and Explosives with the Drug Enforcement Administration, and other steps they saw as permitting a White House to erode the rule of law.
