The threshold for triggering a vote to remove the House Speaker would increase to nine members of the majority party under the proposed House rules package for the 119th Congress.
The change would prevent a single member from introducing a privileged measure to oust the speaker, as occurred with former Speaker Kevin McCarthy (R-Calif.) in October 2023, while preventing Democrats from introducing or cosponsoring the resolution. The change is part of an internal GOP deal to raise to threshold negotiated in November after House Republicans retained their majority in the 2024 elections.
