Antidumping Tariff for Chinese Activated Carbon Upheld on Appeal

The antidumping duty imposed by the US Department of Commerce on activated carbon exported from China to the US was valid, the Federal Circuit said.

Activated carbon is a material used to remove pollutants in gas and liquids. The product exported by Carbon Activated Tianjin Co. and other Chinese exporters is a coal-based carbonized material. But because China is a non-market economy, Commerce used Malaysia, which primarily exports coconut-shell carbon material, as the surrogate country to determine the tariff.
